Totally a scam site.
This is just being used to make advance fee fraud emails look legitimate. If you click around the links, you'll see it's not a real website.

Far too many broken links to be a real website, and it looks like it's being used to make advance fee fraud scams look legitimate.

Advance Fee Fraud
Obvious scam site. They tell you they're going to deliver an ATM card, but you have to pay first.
